Australia rightly boasts of its open trade regime, without obstructive tariffs despite their cynical use by our trading partners. Our manufacturers – and printers – compete with the world, consistently improving our productivity and competitiveness. That makes it all the more important that we protect our industries from the rapacious ‘dumping’ of products – such as copy paper from China.

It only take a few years of concerted efforts to bankrupt a local manufacturer. Kunihiko Kashima, CEO of Australian Paper is right; if a product looks like it’s dumped, is priced as though it’s dumped, then let’s assume it is dumped. It should be up to the importer to prove it’s not. In other words, to protect our free trading borders, reverse the onus of proof.
